Whereas a number of departments in the WZO held an event on Rosh Hodesh Iyyar at the Kotel plaza, in cooperation with a number of organizations, most prominent among them Liba Yehudit, that was presented as a Prayer service of "thanksgiving" in honor of the 125th anniversary of the first Zionist Congress,
And whereas Liba Yehudit was the primary organizer of the event at the Kotel plaza, including arranging bus transportation for participants, both male and female, and even organizing extensive public activity promoting the event, while using the name and the symbols of the WZO including the logo, flags, etc.,
And whereas said publicity materials prior to the event and following it, using the media platforms of Liba Yehudit included such language as constitutes real injury to some of the bodies that make up the Zionist Movement and its institutions,
And whereas the actual event included provocative, violent, and unruly conduct of its participants towards "Nashot HaKotel – Women of the Wall" including audible disturbance with whistles, physical disturbances such as spitting, and even physical violence, while some of the participants waved WZO flags, even as they were participating in the violence,
And whereas the World Zionist Organization is an official organization whose central role is to promote unity, which should serve the full spectrum of Jewish organizations and the entire Jewish People in Israel and the diaspora,
And whereas the "Jerusalem Program", the binding platform of the Zionist Movement, definitively determines "mutual respect for the multi-faceted Jewish people",
And whereas the said event held using the symbols of the WZO grossly violated the principles of ceremony and protocol as mentioned above,
We therefore conclude:
The World Zionist Organization strongly condemns the behavior that was observed at the Kotel on Monday, Rosh Hodesh Iyyar, together with Liba Yehudit including the use of WZO symbols. This behavior is not commensurate with the founding values of the World Zionist Organization and is completely opposed to the ethos and ethics of the WZO that is committed to pluralism and mutual respect between all streams of Judaism.
The World Zionist Organization shall not cooperate, neither directly nor indirectly, with organizations which include in their stated values, goals, and/or activities expressions of contempt, harassment, violence, and/or violation of the legitimacy of members and/or member bodies of the Zionist Movement.
Should a member of the Cooperation Committee suggest cooperation with such a body that expresses such positions, the cooperation will not be approved. Should a member of the Executive propose such cooperation, they have the right to bring such a proposal to discussion and decision in the Executive, but only the Executive will have the authority to decide in the matter.
